Star Rated License Rule Information

Based on new law, the North Carolina Child Care Commission adopted rules to establish the standards programs would meet to achieve 2-5 stars. These rules can be found in Section .2800 of the licensing requirements.

A summary of the rule changes can be found in the individual charts listed below:


Provider Mailings

In order to keep providers informed about the rule changes, the Division took the following steps:

  • In October 2005, the Division sent a mass mailing to providers to advise them about the changes in the rated license system. Click here to view this mailing.
  • In April 2007, the Division sent a brochure to providers titled, “Tips on How to Transition to a Two-Component Star Rated License.”
  • In September 2007, the Division sent a mailing to all remaining 2 - 5 star centers and homes that hold a three component license. This mailing contained a two component application, as well as other documents needed to transition to the new system. Approved Curricula for the Quality Point of the Star Rated License

Over the last twelve months a committee formed by the Division of Child Development and the Office of School Readiness evaluated early childhood curricula to be approved for use by child care programs using curricula to receive a quality point, in More At Four Pre-Kindergarten programs, and in classrooms receiving recognition through the NC Pre-K Standards Initiative. At the same link are the communications that were sent to providers and publishers about the curricula review process.
